Utah's House Bill 363 promotes teen pregnancy In the time-honored way favored by so many Republicans--it prohibits schools from teaching students about contraception. Specifically, the bill allows schools NOT to teach sex ed at all, if they choose. If they do choose, they are effectively required to teach an abstinence-only curriculum.
