Giving High School Students the right to choose their own seats is essential in teaching them how to make good choices. They may hurt their education by sitting by their friends, but the toll on their grade could motivate them to make a better seating choice next time.
Also, allowing them this right encourages participation. Students will be much less likely to participate in class if they are sitting next to people they do not wish to associate with. Sitting next to people one likes will increase participation.
For students who have difficulty understanding concepts, it is often beneficial to sit next to a friend who does understand. This way the student can easily have concepts and facts explained to them on spot, and not have to wait or constantly interrupt class with questions. Both of these alternative situations can lower the student's self esteem and confidence with the material.
