refund schooling costs for private education

we all know that in most cases state education leaves a lot to be desired with only very few  state run schools getting "satisfactory" classification from ofstead. so it stands to reason if one want their child to get a reasonable education they have to pay for (somewhat expensive) private education even if it means depriving themselves of  basic necessities.
so.. seing as one is not using the states facilities and leaving space for  another child surely one should be able to get a refund on taxes which are utilised to provide the state education. there must be hundreds of thousands of not so well of parents that put themselves into debt and financial stress to provide a decent education for their ofspring (something which the state education has obviously failed to do) give all these parents a voice and let tell government "if we are  not using  state schools we should at least get a proportional grant/tax refunds towards our private education payment
