The government -stop barriers of getting financial aid when one has a judgement against them..

I am in this situation. I have a judgement against me for loans...but the government will not let me move foward, because they have a law in place that says, if you are in judgement, you have to pay thousands of dollars to government in order for them to allow you to go back to school.  but if you don't have the money, you die with a debt, you can't get a meaningful job.
But...if you are a released prisoner, who possibly killed someone, the government will let these people go to college.  However, these people have not been out here in the real world living life.  I messed up....I had 2 husbands and 8 children and I was struggling
. one husband was in prison for aggravated murder, the other was not supporting his children. again I was struggling, and made mistakes with my financial aid. I graduated with 2 bachelor's degrees, but it's not enough to get a job. I wasn't able to do internship because I went to school when my kids did. I wanted to be home when they were; cause I didn't want, "party over here!" to happen to my house. Plus all eight of my children finished school without babies. I have 5 young men and 3 young ladies.  I had to protect them...
anyhoo....the husband who was in prison comes out and is able to attend college!  Meanwhile I am going to waste because I have a judgement. Why can't the government put people to test who are like me.  A program where the person who has a judgement has to make B's or A's in order to keep going to college.  How else am I to pay back my loan if I can't get my degree. I need a master's....I want to do social work...and I want it to count....I need to help the young mother's who neglect their children- the ones on the streets today with anger problems due to their mom's being young and going back out to recapture the childhood they lost, leaving their children to their own devices. I need to help these children.....Please Government re-consider...and let us show you what we can do....I want to pay my bills.
