From 2004 -present when students who are classified as "students with individualized educational plans" or (ieps) reach the 11th grade and they are tested on the Prairie State against their peers they fail to meet the standard at 98-100% . . There are 1500 students who have this classification in the Alton School District11. 700 of these students are black . There are 2000 black student enrolled in the district . Mark Lambert is the director of special education - the question emerges as to whether the results for children with disabilities and the black children meet the legal threshold for incompetent or negligence or unprofessional duty ?
