Re-establishing Federally funded Community Action Agencies which consists of neighborhood people and non-governmental organizations rather than Tripartite boards. These Agencies would be designated with determining the specific infrastructure, education, healthcare and housing needs for their particular community. These organizations would be funded directly by the federal government going around state and local government, interests, and lobbies. The approval and transfer of funds will be overseen by a federal run agency, overseen by an independent third party. This idea has a basis in law but in 1969 the Nixon Administration began defunding the program and requiring business and government interests to be represented in the Community Action Agencies which effectively disenfranchised middle class and low income participants by making them the minority in the Agencies. This had a very negative impact on the usefulness of the agencies and their programs. Re-Vamping this legislature will undoubtedly give a voice to the voiceless.
